Operation Blue Line which starred the Teenage Mutant Ninja Turtles was a 1990 Public Service Announcement about suggesting to kids to use alternative travel methods such as railroads.

The Giga meter was used by Gridlock (antagonist) as the Gloomsday device. The full list of abilities was never illustrated, though it was shown to make objects that it was pointed at to disappear. Ultimately the device self destructed when the batteries ran out, taking Gridlock with it.
