The Council of Eight, self-proclaimed "Guardians of the Universe", were eight people who made sure that ghosts and demons did not take over the human world. Their chronicler was Tobin. The Ghostbusters helped them defeat Evil.

The Council of Eight appeared when the universe was created. Their mission was to protect the world from paranormal entities. Since the beginning of time, there was a chronicler with them, who had to keep a record of all the ghosts. The first chronicler was a man named Carthio, who was a chronicler until the first century A.D., when Tobin replaced him. After 19 centuries, Tobin was attacked by a demon named Evil. Tobin called the Ghostbusters for help. The Ghostbusters helped him and were eventually able to weaken the demon so that it could be temporarily suppressed by the Council.
